Building on the success of the 1st Institutional Policy Dialogue, we are reconvening policy-makers for the 2nd Institutional Policy Dialogue.  It will take place on 15-16 October 2025, in Brussels, Belgium, at Skyline, Rue de Trèves 74, during the European Week of Regions and Cities.


What are the Institutional Policy Dialogue and the Institutional Policy Dialogue Process?

The Green Living Areas Mission is one of the key governance projects of the Interreg Euro-MED programme running from 2023 to 2029. We are coordinating around 25 thematic projects on Green Living Areas, covering topics such as mobility, territorial planning, energy, community engagement, and financing for the green transition. Our mission is to assist them by bringing their results to the policy level while also providing them with existing policy instruments that can assist them.

We have conceptualised and are implementing a loop process through policy exchanges to adapt, replicate, and transfer the main policy instruments that are identified, as well as promote the results and answer the needs of the thematic projects.

To make the most of this process, we are actively engaging with the policy partners of the Thematic Projects and have created the Core Group of key Euro-Mediterranean stakeholders, who will serve as advisors to the Institutional Policy Dialogue Process.

The 2nd Institutional Policy Dialogue 
 

The Green Living Areas Mission aims to (1) assist the Mission’s Thematic Projects in strengthening the implementation of their policy solutions and promoting their successful policy instruments and (2) amplify the transfer of policies by fostering dialogue among key Euro-Mediterranean policy-makers and public stakeholders.

To achieve these, several Institutional Policy Dialogues will take place, constituting a unique opportunity to experiment with concrete and effective use of policies in the several  Green Living Areas topics. These Dialogues will be the forum for policy-oriented Thematic Project Partners and key Euro-Mediterranean stakeholders to exchange concrete ways to implement, replicate, adapt and upscale public policy instruments at the local level.


Our agenda: highlighting Mediterranean policy champions

Building on the success of the 1st Institutional Policy Dialogue, we are reconvening policy-makers to experiment with concrete and effective use of policies in different fields. In this edition, we will showcase the policy work of selected Green Living Areas Thematic Projects, as well as mature policy instruments from “external” policy-makers, with a high replicability potential. The discussion will be kick-started by analysing this selected group of successful policies, or policy champions, followed by interactive discussion groups, to evaluate the conditions for implementing, adapting, and replicating them.

The selected policy champions are the following:

From the Thematic Projects:

GREENMO: Guiding the design and implementation of mobility hubs tailored to the Mediterranean, together with the example of Leuven as a trailblazer in the implementation of Mobility Hubs;
LOGREENER: Promoting to the Covenant of Mayors the decision-support tool designed to help local authorities plan energy transition;
NUDGES: Integrating “nudging” (behavioural change) strategies into the urban climate change mitigation and adaptation in Mediterranean policies;
BAUHAUS4MED: Advancing the strategic inter-institutional agreement between the Region of Tuscany, the Municipality of Minucciano, and the University of Florence for the sustainable regeneration of Minucciano’s inner area.

External Policy Champions:

Green City Action Plan (GCAP) of the City of Karlovac, Croatia;
National Strategy on Adaptation to Climate Change 2025-2050, Cyprus;
Thessaloniki 2030 Climate Neutrality Action Plan;
Policy instrument related to Energy Communities, to be confirmed.

Stakeholders involved in policy-making related to Green Living Areas are strongly encouraged to contribute their insights. This will not only support policy-makers at the European level, but also facilitate the exchange of experiences and best practices with partners across the Mediterranean.
