The White Paper “Promoting Green Living Areas. Landscape of Key Action Areas” is out!

A shared framework to guide the transition toward Green Living Areas across the Mediterranean

We are pleased to announce the publication of the White Paper, a key deliverable of the Green Living Areas (GLA) Mission under the Interreg Euro-MED Programme.

Developed in collaboration with the Community of Green Living Areas partners and coordinated by EMEA (Euro-Mediterranean Economists Association), this document presents a comprehensive state-of-the-art analysis across 5 core thematic areas addressed by the community of Thematic Projects:

  1. Green Energy Systems
  2. Green & Climate Resilient Spatial Planning
  3. Green Community Engagement
  4. Green Mobility
  5. Financing the Green Transition

The White Paper is designed to support local and regional authorities in designing and implementing integrated solutions for the green transition. It targets municipalities and public entities that aim to:

  • Adopt a holistic and strategic approach to address interlinked sustainability challenges;
  • Update or develop their climate adaptation strategies (e.g., SEAPs, SECAPs, SUMPs);
  • Improve quality of life while strengthening community cohesion;
  • Promote green initiatives within their territories.

Each chapter offers a detailed overview of current and past trends, key indicators, policy frameworks, and real-world examples of successful initiatives. It also identifies main challenges and vulnerabilities, and proposes mitigation and adaptation strategies—making it a practical reference tool for policy-makers and practitioners engaged in sustainable urban transformation.

This White Paper lays the foundation for the upcoming online platform, which will showcase the solutions developed by the Thematic Projects across the five thematic areas. It also sets the stage for future Calls for Action, which will expand the solution portfolio and identify takers for transferring activities—structuring the GLA Community’s contribution to a greener, fairer Mediterranean.
